rParametrizeConic -- Compute a rational parametrization of a conic.

• Usage:

  rParametrizeConic(I)

• Inputs:
  • I, an ideal, of an irreducible conic.
• Outputs:
  • a matrix, with the rational parametrization, or the 0-matrix if the conic does not have a rational point.
